This controls the minimum voltage applied to the motor on speed step 1. This value can be anything from zero volts to the maximum voltage available.

It is a fraction of the rectified motor voltage available. When set to zero, no voltage is applied, when set to 1111 1111 (255 or $FF) maximum voltage is available.
